As required under the Environmental protection Act, an Environmental Site Assessment Process should commence when reasonable doubt exists that contamination may be present at a property. The process is divided into phases where an assessment schematic evolves from one phase to the other.


A Phase 1 Environmental Site Assessment (Phase 1 ESA) is the first step in the process where Martech Group engages in site reconnaissance and reviews any and all available records for the subject site. This phase provides a timeline of events that are within the records available at a number of regulatory agencies along with records kept at government agencies, The investigator, reviews all records, ever bearing in mind the requirements under the law and the regulations within the province. Based on the findings, Martech Group, if in doubt, that contamination is present at the site, would conclude in the report that a phase 2 is required. Should there be no reasonable grounds to call for a phase 2, the phase 1 process then clears the property and concludes that no phase 2 is necessary.


In addition to the records, a site reconnaissance is conducted to determine the presence of designated or hazardous substances at the subject site. Based on the findings, Martech Group would make recommendations for further investigation.


Phase I ESA is intended to help determine potential environmental liabilities and to establish the basis for further investigative work. Most real estate transaction for commercial, industrial and some residential rely on a Phase 1 ESA to secure the finances of such properties (Financial Institution Requirements) and more importantly, to provide the buyer peace of mind and a protection to their investment. If you are considering the purchase of a residential, commercial or industrial property, it is highly recommended that a Phase 1 ESA be completed.


A Phase 2 ESA, is a process where by Martech Group engages in a more destructive / intrusive review of the actual site conditions rather than just review of records. The process of a Phase 2 ESA involves drilling and sampling of the subsurface strata, ground water and any other designated or hazardous substances found at the subject site during the Phase 1 ESA. Samples are obtained and sent to approved laboratories for analysis. Once the laboratory concludes their analysis, a review is conducted by Martech to determine if a contamination is confirmed or not. Depending on the outcome, a site delineation maybe required to provide precise map of the contamination (whether soils, or building materials) and further testing is implemented. Once the Phase 2 ESA is complete, Martech would either recommend moving to the third phase of the process (Phase 3 ESA), or to confirm that no contamination is found (if Phase 2 testing was compliant).


Phase 3 ESA is where the remedial work would be planned by Martech Group. This phase commences on the basis of the former Phase 2 ESA. The mitigation planning (remediation planning) is carried out in conjunction with the contracted environmental remediator.
Martech Group is a qualified entity under the law to provide the services in Phase 1 ESA, Phase 2 ESA and Phase 3 ESA.
